Governance Framework Summary, January 2026
This document provides a public summary of the AT50 Index governance framework, including council structure, conflicts of interest policy, recusal rules, and audit trail requirements.
Governance Council Structure
The AT50 Index Governance Council consists of independent members appointed for a one-year inaugural term. The council is structured across three committees:
- Full Council — oversees overall methodology and index integrity
- Constituent Review & Methodology Committee (CMRC) — manages quarterly constituent reviews and methodology changes
- Market Intelligence Committee (MIC) — oversees data quality and market signal validation
Conflicts of Interest Policy
All council members are required to disclose any actual or potential conflicts of interest at the time of appointment and on an ongoing basis. Material conflicts require recusal from affected decisions.
Recusal Rules
A council member must recuse themselves from any decision in which they have a direct or indirect financial interest in the outcome. Recusals are recorded in the council minutes and published in the quarterly review notes.
Audit Trail
All council decisions are documented and retained. A summary audit trail is published alongside each quarterly index review. Full minutes are available to institutional subscribers upon request.
